The delimitation of Assembly Constituencies before 2009 Assembly elections has reduced two constituencies in the East Godavari district. There are 17 constituencies now against the earlier 19 segments. Sampara Constituency was merged into Kakinada Constituency. Anisetti Bullabbayi Reddy has won twice from Sampara Constituency. Anisetti Bullabbayi Reddy was born in Nagulapally of U.Kothapalli Mandal in the district. His father’s name is Anisetti Sathi Reddy. He belongs to General Category. Anisetti’s permanent address is at Nagulapally, U.Kothapalli (Mandal), East Godavari District. He is 53 years old and studied till 5th Class and later entered into business.
Bullabbayi Reddy represented Indian National Congress Party and elected twice to Andhra Pradesh Assembly. He served as Chairman of the Regional Advisory Council, APSRTC. He was married to Smt. A.
