Telangana Govt Land Regularisation Scheme Application Procedure and Guidelines 2015

The Government of Telangana State has decided to regularise the residential houses constructed in Government lands in Telangana. The Government has issued GOs 58 and 59 for this purpose on 30th December 2014. The applications for house regularisation are available in the concerned offices of the district collector and tahasildar (MRO). Following are guidelines and eligibility requirements:

1) The house should be in maximum 125 sq. yrds. plot to be eligible for regularisation. Annual income of the family should be less than Rs. 2 lakhs in towns and Rs. 1.5 lakhs in villages.

2) The residence should be in government lands or in the lands comes under the urban land ceiling act.
3) The residential houses should have been constructed before 2nd June 2014.

4) The scheme is also applicable for those houses in more than 125 sq.yards. For 250 yards residences, they have to pay 50 percent of the price decided by the registration department. For a residence in 500 sq. yards, the occupant has to pay 75 percent of the price and for more than 500 sq. yards houses, people can regularise through paying total price as decided by the registration department.

The applications should be enclosed with Aadhaar Card, registered documents or receipt of property tax, or power bill or water connection bill or any other proof of residence.

The applications will be accepted within 20 days from the issue of this notification. The houses will be regularised in the name of women in the concerned houses.

  1. My parents purchased land 20 years back and build home and every thing was registered. Now the Govt claims its their land. The total fee is coming around 35lakhs. We are middle class family. Not sure what to do?

  2. Sir, I took 200 yards land during 1999 and the same was duly registered by Sub Registrar Champapet after taking prescribed government fee. Now as per GO MS 59 it came to known that it was under ULC. I have constructed one house and has been staying in the same since 2002 happily. This decision of government has become a blow for me. Like me hundreds of families are staying in this area and payment of Rs.300000/- is not a small task for people like us. I request the kind authorities to waive the fee or levy affordable fee for people like us. Anticipating a kind decision from the government.

I have purchased a small house site (208sq.yd) in a layout approved by Injapur Panchayat Samiti in Munaganur Village, Hayathnagar Mandal, RR Dist. on 20th December, 1984 and the same has been Registered by the Sub-Registrar(East),Hyderabad. However, I was disallowed by the Revenue authorities to build the house there stating that the Survey No.44/1 is Govt. assigned land to SC&ST Act of 1977. When I approached APHRC; the Dist. Registrar, RR Dist. informed the Chairman, APHRC in his sworn affidavit that when it was registered, no record to show that the land belongs to SC&ST people was available with them and only a long interval of 7 years i.e. in August, 1991, the MRO; Hayathnagar informed them that it was Govt. assigned land and they were not at fault in registering the plots. When a criminal case has been instituted against Jaladi Vimala who has sold the plot to me, the Criminal Court in Hayathnagar has exonerated her of the charge of selling Govt. assigned land and acquitted her honourably in the year 2011. I have filed a Writ Petition No.30687/10 as a Party-in-Person in A.P. High Court, Hon. Justice Shri Nooty Ramamohana Rao after carefully going through the evidence and hearing my arguments has directed J Prabhakar, Standing Counsel, Rajiv Swagruha Corporation Ltd to handover the site to me. Furthermore, as a follow-up action, he had directed Mallesh, Tahsildar, Rajiv Swagruha Corporation Ltd to whom the A.P. State Govt. has handed over the land for constructing a Housing Project Viz; SAMPADA to locate my plot in the layout, demarcate the same by fixing bamboo pegs and report to him on 15-7-2011. On 22-7-2011, Mallesh has complied with the Orders and informed the Hon.Justice Nooty Ramamohana Rao in the Open Court. However, the Hon. Justice to my misfortune has failed to record the day to day proceedings in the case file and the case has been transferred to a New Bench the very next day and the case is still lingering in the High Court without disposal despite my deteriorating health condition as a Sr. Citizen.(75 years and a chronic diabetic and serious heart patient dependent on life saving medicines).

    A Narasimha Rao, BSNL Official has constructed a pucca house in the same disputed Survey No.44/1 (not in the same layout) after obtaining clearance from the Central Govt. Legal Counsel who has mentioned in his Certificate that the land in Survey No.44/1 does not come under SC&ST Act of 1977 and it has no other legal encumbrances. Narasimha Rao obtained HBA from his Deptt and after the construction is over, he had mortgaged his house to the President of India as per the procedure in vogue. He has been remitting Annual Property Tax to the Munaganur Panchayat Samiti without any default and obtaining Receipts.

I have purchased a small house site (300sq.yd) at Bank Colony, in a layout approved by Injapur Panchayat Samiti in Munaganur Village, Hayathnagar Mandal, RR Dist. on 20th December, 1984 and the same has been Registered by the Sub-Registrar(East),Hyderabad. However, It was informed by the Revenue authorities that the Survey No.44/1 is Govt. assigned land to SC&ST Act of 1977. The same document was registered by the registrar on 26.8.1985.

    When it is a assigned land, how the goverment registered the plot sold by
    Sri Evuri Subba Rao and Sri Evuri Koteswara Rao Sons of E Nagaiah and also mentioned that the mentioned is not an assigned land.

    People also removed the Identified stones of the plots in the same survey number located at Bank Colony, However I can identify the same, since historical identities were there.

    When it is a assigned land, how can the people construct the houses at Bank colony, in the above locality.

    Hope by the recent announcement of Chief Minister, since government restricted to construct the houses in the above mentioned survey number, request to regularise the same, since a Senior Citizen aged 65 years, no means for survival.

    I want to purchase a house constructed in 210 sq yd (which has permission for building construction in 2014 from Panchayat secretary, Gram panchayat Meerpet. house is in Road no.2, prashanthi hills, meerpet. The query is regrding the LRS needed for the loan to be acquired fm bank (Which bank insisting to give loan there must be an LRS) Whether I should go for the sale agreement with the seller (where I have an agreement with him by giving an advance of Rs.10,000/- to have agreement on or before 16-8-2015). Please give advice as soon as early possible way.

  10. nagaram Gram panchayat bribe in more then penalized charges for 150 sqyds they r taking 80,000/-.pls control r make the lRS or BPS online .like meseva.

  12. Sir, We were given 60 Sqrd of land on lease by R&B department for 5 years. We have constructed on this land two floors. The lease expired in the year 2012. It was not extended by R&B. I have inquired about that land with mandal office that land belongs to G – Non ISF PWD. it does not mention R&B. I have applied for land regularization under GO 59 and also paid part payment. Now R&B department is asking to vaccate the premises. Whereas in mandal records it does not R&B. Please advise.

  13. I on behalf of owners of buildings and lands in Telangana and Hyderabad District appreciated the Government Scheme for regularization of houses and lands in our State. It will be a great facility to the owners who have completed their construction with the earnest money and waiting for such Government Schemes to perfect the title of their own.

  15. My parents purchased constructed individual house in 143 sq yd There is no LRS taken for this land but building permission taken in 2014 from Gram Panchayat boduupal .The query is it is necessary to apply LRS/BRS scheme recently announced by Telangana govt .

  17. I have applied for regularisation of house site 80 square yards in 2015 and the site was surveyed by the revenue officials. But I did not receive patta certificate. Do I need to apply again? Please help.

  18. Sir, I have purchased a small old house of 42 sq yds. Already applied for LRS on 15/01/2015. Enquiry already done but no documents recd till date. When I contact for this at tahasildar office at Malkajgiri the staff replied that your patta not yet prepared and will be intimated as and when prepared. Now one and half years already gone over. But when I visit the tahasildar office I got the same reply from the staff. Please guide me where can I approach to get my LRS documents. Thank you.

  19. Dear Sir/Madam,

    I am planing to by a Plot size 220 Sqrd in Surya Nagar Bank Colony at Mallapur, RR District, Survey No: 108 Plot No: 47, and the owner claims that they have procured the LRS in 2008-2009 and they also have given the copy of the same to me for verification, but till now there is not CC road, Current Pols and municipal water lane implemented in that particular lane and when I asked the same they said that will be implemented when somebody start construction house.
    My concern is how do I check weather this land is free from all these issues, Awaiting reply….

  21. Sir, in Gurramguda village near Nadergul, I purchased a land of 200 sq yards (the realtors said it is in gram panchayat approved layout at that time) in installment procedure, registered in 2005. Do I need to do the LRS to the open plot. Please suggest with your reply.

  23. I bought a plot in 1985 in Munaganoor village in survey number 44/1, document registered later MRO Declared as assigned in 1991. CM Regularisation announcement in Mar 2018, reassigning the same, please inform the procedure.

  24. Under Go.No.59 my house is registered on 18.1.2018at sub registrar Secunderabad. I paid to Govt. Rs. 11.97 lac for 233sq yards. Since it is very older house more than 80 years I want to reconstruct.I applied for plan approval to GhMC. Is I need to pay LRS.
