UID Aadhaar Cards Enrollment in Kerala

Off late, the Government of Kerala has started Aadhaar enrollment process from February 2011. The commencement of UIDAI project in Kerala has taken much time due to technical problems at the end of UIDAI. The enrollment process was finally started from the capital city, Thiruvananthapuram. Kerala is the first state to implement Aadhaar enrollment process by using Free and Open Source Software (FOSS). The Govt. of Kerala has an IT policy which says that all the IT services must be implemented through FOSS and this should be followed in all aspects of administration. The Kerala Government has made it clear that the enrollment for Aadhaar would be voluntary and could not be forced on its people. The cards will be issued to the people who enrolled in the camps and submitted required documents and copies of certificates. The Government is also concerned about the privacy of information submitted by the people while enrolling for Aadhaar Cards. The Kerala Government is proposed to implement the Aadhaar Cards to enhance efficiency in delivery of benefits and services to the people under various government schemes and programmes.

Department of Information Technology (IT), Kerala has been designated as nodal department for the implementation of UID Aadhaar project in the state. Akshaya, IT@School and Keltron are appointed as the enrolment agencies. K. Chandrika, Mayor of Thiruvananthapuram was recorded as the first person to be enrolled in Kerala under Aadhaar Project.

The Government of Kerala has also formed a Cabinet Sub Committee to supervise and guide the UID project. Chief Minister will be the Chairman of the Committee. The Committee will comprise of Ministers for Finance, Agriculture, Home and Vigilance, Law, Education, LSGD, Labour and Deputy Chairman of the Planning Board as its members. The Govt has also formed implementation committee under the chairmanship of Chief Secretary of the State. The Govt. of Kerala has also taken up training programs for concerned secretaries and heads of the departments.

  2. There is much mess and confusions at the Akshaya Kendras. Public is not aware of the correct procedure and there is none to answer their genuine questions. It is to be examined whether the details available under coastal area Identity card can be used for the proposed Adhaar ID card. Kind attention of the authorities are invited to this matter and this is to be published if positive action is taken.
