Aadhaar Cards in New Delhi- Beghar Cards for Homeless

The capital city of India and NCR of Delhi seems trying its best to move a step forward in providing Aadhaar UID Cards. The Govt. of Delhi is providing identification cards initially to the homeless in the city. The Chief Minister of Delhi Sheila Dikshit has distributed ‘beghar’ cards along with provisional Unique Identification Numbers to the homeless. The Delhi Government has started the Aadhaar issue process in later months of 2010.

The Govt. of Delhi will use Biometric based data including fingerprints and an iris scan to provide a cheap and valid verifiable single UID card. People may also need to submit relevant documents at the time of enrollment. The government is also staging street plays to spread awareness on the Aadhaar enrollment drive. The enrollment process for UID Aadhaar Cards will also be carried out during night hours. Homeless people in Delhi can apply for the ‘beghar cards’ and they will also get a card with the UIDAI number.

The Government of Delhi has already begun the process of generating Aadhaar numbers for those people whose biometrics and iris have already been taken. They can check the status of Aadhaar Cards online. This will be used as a National Population Register (NPR), as disclosed by the Home Ministry. The capturing of biometrics and iris for NPR is under progress in the states of Delhi, Manipur and Nagaland. The process has already started much earlier in Andhra Pradesh, Goa, Karnataka, Orissa, Gujarat, Puducherry and West Bengal.

The National Population Register (NPR) contains details of each individual in a family along with photographs and finger biometrics of the people who are 18 years of age and above. But the NPR does not confer citizenship rights. The Aadhaar process collects 35 types of details related to each individual including persons living in a family, their sex, number of married couples, number of dwelling rooms, type of latrine, fuel used for cooking, source of drinking water, type of floor, wall, roof, whether anyone owns car / two wheeler, anyone availing bank service among others etc.
