Telangana State has come up with first full fledged Budget as Finance Minister Etela Rajendar has presented a Rs. 1,15,689 crore Budget on March 11, 2015. The Budget estimated for the fiscal year 2015-16 a revenue surplus of Rs. 531 crore as against the deficit in its counterpart AP budget. The fiscal deficit is estimated at Rs. 16,969 crore at 3.49 percent of GSDP. Following are highlights of Telangana Budget 2015-16.
1) Non Plan expenditure: Rs. 63,306 crore
2) Plan expenditure: Rs 52,383 crore
3) Education sector: 10 percent share of the Budget (Rs. 11,216 crore allocations)
4) Irrigation sector: Rs. 8,500 crore
5) Water Grid project: Rs 4,000 crore
6) Energy Sector: Rs. 7,400 crore
7) Medical and Health Sector: Rs 4,932 crore
8) Hyderabad Metro Rail (HMRL) project: Rs 416 crore
9) Food Subsidy: Rs 2,200 crore
10) Aasara Pension Scheme: Rs 4,000 crore
11) Greater Hyderabad Municipal Corporation (GHMC): Rs 526 crore.
12) Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB): Rs 1,000 crore
The Government of Telangana has emphasized on the infrastructure, agriculture and education. The allocations for education and agriculture are surpassed the previous percent of allocations.
The Telangana Government is facing deficit in power sector. The finance minister has expressed the confidence to overcome power shortage problems by 2018 and the state is expected to become a power surplus state by that year.
