Jagananna Videsi Vidya Deevena Scheme: Eligibility Requirements and Complete Details

AP CM YS Jaganmohan Reddy government has brought another welfare scheme for students. The government has issued an order on the evening of July 11 (Monday) on the ‘Jagananna Vidya Deevena’ for those who are eligible to study abroad. Like the welfare scheme which is being implemented in AP now, it wants to implement this scheme in such a way that talent is given importance without any bias. This scheme has been brought to apply to economically backward upper castes.

YSRCP government will henceforth bear the cost of those who get a seat in the top 200 universities of the world in QS rankings. Full fee reimbursement is applicable if a seat is secured in top 100 ranked universities. Fee reimbursement up to Rs. 50 lakh will be applied if you get admission in universities ranked 100 and above 200. Fee reimbursement directly into bank accounts in four installments. The government will deposit the first installment payment as soon as the landing permit or I-94 immigration card is obtained. The second installment will be paid after the results of the first semester or term. Also.. The third installment payment will be made after the second semester results, and the fourth installment payment will be made after the fourth semester or final results.

Eligibility Requirements
1. For PhD and MBBS students, the fee reimbursement will be paid year-wise or semester-wise until the course is completed.
2. The government guidelines have made it clear that this applies to all those whose income is less than Rs.8 lakh per annum.
3. If the number of seats secured in the top 200 universities is satisfactory, all will get full fee reimbursement under the Jagananna foreign blessing.
4. Age.. The government has announced that all those under 35 years of age are eligible.
5. Being a native of AP.. and only one person in the family will be eligible for foreign education.
6. Every year between September-December and January-May, the government will issue a notification for the identification of eligible candidates.
7. Also there will be a selection of eligible by a committee headed by the Chief Secretary of the State Government.

For the past, there is still a difference
From 2016-17, the previous government paid Rs.318 crore as arrears to 3,326 people who were selected as beneficiaries. It was not applicable to the economically backward upper castes during the previous government. But now the YS Jagan government has taken a decision to apply it to them as well. Earlier it was applicable to those whose annual income is less than Rs.6 lakh. Now that income limit has been increased. The previous government applied only to some countries of the world. Now apply to top 200 universities anywhere in the world. During the previous government, SCs were given Rs. 15 lakhs, for STs Rs. 15 lakhs, Rs.10 lakhs for Kapus, Rs.10 lakhs for BCs and Rs.15 lakhs for minorities. Now full fee reimbursement will be applicable if you get a seat in top 100 universities. Also, the YSRCP government will pay fees up to Rs. 50 lakh if ??you get a seat in the universities ranked between 101 to 200. During the previous government’s regime, the quota was limited to 300 SCs, 100 STs, 400 Kapus, 1000 BCs and 500 minorities. Now the YS Jagan government has taken a decision to apply no matter how many seats are obtained in the top 200 universities.

Several flaws in the foreign education scheme of the previous government:

  1. The Vigilance & Enforcement Department has identified many deficiencies in the implementation of foreign education during the previous government.
  2. Confirms that income limits are not followed in selection of beneficiaries.
  3. It was found that some of the beneficiary students have changed their university and country of destination without informing the authorized institution.
  4. Some students have changed universities without informing the authorized institution.
  5. Some students returned without completing the courses after receiving money from the scheme in the previous government.
  6. The scheme has been applied to more than one person in the same family in violation of the rule of applicability only to one person in one family.
  7. Even if you search the addresses of the beneficiaries of this scheme.. they are not found.
  8. Most importantly, the previous government has made arrears of Rs.318 crores to be paid to 3,326 people selected as beneficiaries since 2016-17.
