Here comes another controversy on the AP Reorganization Bill 2013 / Telangana Bill. The Draft Bill prepared by the Group of Ministers and approved by the Central cabinet has mentioned that the common capital of both successor states includes GHMC, of MCH Act 1955.
It appear to be clear, but it clearly shows the GoM or the Central Government have not taken much care in preparing the draft bill which may give scope for further controversies in future over common capital area.
The draft bill says, the ‘common capital “includes” GHMC…. . This certainly gives a sense that there is something else along with GHMC which may comprise of common capital. The legal experts opine that the word should be “Comprise” instead of “includes”.
