LRS Scheme for New Municipalities and Corporations in Telangana – Charges and Online Applications

Government of Telangana has decided to regularise illegal layouts in new municipalities and municipal corporations. The TS Government has issued orders to this effect and came into force from 15th October 2019 as Telangana Regularisation of Unapproved and Illegal Layout Rules – 2019 for Newly Constituted Municipal Corporations and Municipalities.

Applicable to all unapproved layouts:

Telangana Government has said that new LRS rules and conditions would be applicable to all existing unapproved layouts in newly ormed municipalities and municipal corporations in the state. These include sub-division of plots, existing unapproved layouts or ventures promoted by land owners, private developers, firms, companies, property developers and societies. All the transactions in the way of registered sale deeds on or before 30th March 2018 will comes under the purview of present LRS scheme.

Regularisation Charges:

The basic regularisation charges for various locatins and layouts is as follows. The charges are the lowest for slum areas with Rs 5 per square metres and reaching Rs 750 per sq mt for plots above 500 sq mts. The charges will also be calculated on the basis of land value as on 30 March 2018 based on the rates per square yard. These could vary between 20 pc of the land value per square yard and Rs 50,000 per square yard.

Rejection of LRS applications:

If the LRS applications are rejected by the authorities concerned, the applicant can file an appeal with the Appellate Committee to be constituted by the government of Telangana.

Applications within 90 days:

It was mentioned that the new LRS scheme is applicable only for layouts to regularise unplanned development. The developers or land owners have to apply within 90 days from the date of release of notification. HMDA is the sole authority for such authorisations in HMDA limits. The new LRS scheme has also mentioned that the LRS will not be allowed for layouts and development activities in the bed of water bodies like rivers, nalas, and within the Full Tank Level (FTL) or Buffer Zone of any lake, pond, tank or kunta and in Shikam lands and other prohibited categories.

Permissions near to defence establishments:

The layouts in the vicinity of gas pipelines have to follow the relevant guidelines. Also the areas within 500 meters of defense establishments or airports, clearances must be received from authorities concerned.
